Additional User Fields for International Needs

Edmond / Geoff decided not to use this; EVERYONE will see all links, and the target systems will control access. All logic (in functions.php) based on these fields is being left in place if they ever want to use this. The menu items conditioning has been removed.

Assign this ability with great discretion! Very few people should have this capability, to avoid building a Tower of Babel. :)
